The present invention relates to an apparatus for electro-spray cloud seeding, specifically for weather modification by hygroscopic and glaciogenic seeding of clouds with charged droplets of selected water-based liquids.
At a 2013 Geoengineering debate, Harvard professor David Keith admitted that sulfate aerosol injection is likely to kill tens of thousands of people when he stated,“So if I made a decision, or if there was a collective decision to do a geoengineering program, and you put say, the kind of program I think that makes more sense is what about a million tons a year [of sulfur dioxide], let’s say, you might end up killing many tens of thousands of people a year as a direct result of that decision…”
Keith remarked that he and his colleague Alan Robock (who was also on the debate panel ) have different views relative to the moral hazard of making a decision to do “research” that directly kills people. Link to_Full Video
Regardless, Robock, Keith, and other grant-dependent academics receive MILLIONS of dollars in funding for sulfate aerosol injection “research” also known as geoengineering.
On October 13th of this year, the White Houseannounced the plan to push ahead with sulfate aerosol injection, in spite of the moral hazard and harm to be caused to human health and the environment, potentially on a global scale.
It’s entirely possible that otherbiological hazards could be released and extreme weatherevents could be engineered. The announcement underscores the urgency for strong public opposition, demanding an immediate halt to aerosol injection activities. Criminalizing atmospheric testing, with provisions for enforcement to include severe penalties, hasprecedent and is essential NOW, in order to protect human health, nature, and our environment.
Every USA State could adapt The Clean Atmosphere Act model to outlaw Geoengineering:
1980 NASA document provides a detailed description of a Stratospheric Aerosol Modification program designed to release tons of Sulfur Dioxide and other hazardous emissions into the atmosphere with the intention of changing the climate.
NASA and collaborating agencies CIA and DOD lack critical public oversight and scrutiny which is one reason why Geoengineering [environmental warfare] has occurred for decades and continues with zero regulations.

Those following politics understand too well that government is better at causing problems than solving them. A case in point is in Maine where the National Oceanic and Atmospheric Administration (NOAA) has attempted to place devastating restrictions on the hard working men and women of the iconic lobstering industry.
Behind the narrative of protecting right whale entanglement ( that hasn’t happened in 20 years ) is a well funded wind farm industry that apparently has their eyes on the gulf of Maine. Notably, offshore wind and shipping industries are not subject to the same strict regulations as the fishing industry.
Coming from an administration and agency that funds programs to intentionally pollute the atmosphere, it’s highly unlikely that politicians and special interests are being entirely honest about their motives or love of whales.

The result is devastated landscapes, expensive, unreliable power and no more than a small fraction of the power promised is ever generated.”
The hard working men and women of Maine’s lobster industry don’t want to hurt whales. They just want to earn a living as they have done for generations, support their communities, and feed their families. -JD
The University of Alaska Fairbanks (UAF), operating under an agreement with the Air Force, has started 13 new “experiments” radiating the upper atmosphere and ionosphere with up to 3.6 megawatts of power. The Air Force originally developed and owned HAARP (High-frequency Active Auroral Research Program) but transferred the facility to UAF in August 2015. The program is made possible by a $9.3 million grant from the National Science Foundation (NSF), one of the original drivers of Weather and Climate Modification in 1965.
These experiments are another example of the lack of meaningful ethical and moral standards in technology. For example, what are the environmental and human health bio-effects of HAARP deploying massive amounts of (PULSED) Radiofrequency/Microwave Radiation (RF/MW)? Questions such as this are absent from the “scientific” discussion regarding the pollution footprint created by these reckless “experiments”.
While HAARP may be new to many, research of this kind has been ongoing and explored by militaries as game-changing weaponry, especially since the brain is the battlefield of modern warfare.
A 1975 DARPA report titled, SOVIET DEVELOPMENTS IN WEATHER MODIFICATION, CLIMATE MODIFICATION AND CLIMATOLOGYstated:
“The Institute for the Study of the Brain (sic) of the University of California is cited as engaged in research on the debilitating effect of weak vibrational fields on human behavior.” -p.85
